Creates a package containing a data that the user can claim using the identity code returned by this method
The connect package are validated when the HealthVault user correctly supplies the identity code. The contents are decrypted after the user answers the challenge question (via account.healthvault.com). The contents of the validated data will be inserted into the users record.
This method only responds with a status code.
